Michelle L. Karczeski

Michelle L. Karczeski is a lifelong Harford County resident, proud alumna of Fallston High School, and the first woman elected as Clerk of the Circuit Court in Harford County history. Since taking office in December 2022, she has brought professionalism, innovation, and a strong commitment to public service to one of the county’s most important elected positions.

With over 14–15 years of experience working directly with the Maryland Judiciary, Michelle stands out as a true subject-matter expert:

• Owner & President of SETA Consulting, LLC (founded in Bel Air) — delivered major statewide technology projects.
• Implemented critical systems including the Jury Management System (piloted in Cecil County and expanded statewide), financial/revenue collection systems across District and Circuit Courts, MDEC financials, and the Attorney Information System.
• Known for bringing new systems, training, and responsive support to clerks’ offices across Maryland.
